DAI in association with MundiServiços (Mundi Consulting), Sociedade Portuguesa de Inovação (SPI), Polytechnic University of Leiria, and the Klibur Madalan Foundation, is implementing the MCA funded TALENT project through the Training and Institutional Support Contract. The project aims to improve learning outcomes of secondary students throughout Timor Leste, through teacher and school leader education and training.
The Teacher Training/Professional Development Specialist is a full-time role based in Dili, Timor Leste. The postholder will have overall responsibility for delivering technical support, implementation assistance, and quality assurance for COE teacher training and school leadership training programs. The postholder will guide the design of training activities, including course content and curricula, training materials, assessment, and quality assurance. The Teacher Training/Professional Development Specialist will be responsible for working with the COE to ensure the quality, relevance, consistency, and cohesion of all training, coaching, and mentoring activities for teachers and school leaders.

We are looking for candidates with the following profile

  • Advanced university degree in teacher training or similar relevant academic discipline.
  • Senior education specialist with extensive demonstrated experience designing and implementing major teacher education and support activities, including for secondary school educators, in Timor-Leste or similar country contexts.
  • Extensive demonstrated experience and specialisation in secondary education, teacher and school leader professional development.Excellent project management skills, including activity design, management and monitoring of complex workplans, and independently drafting high quality project written products and deliverables.
  • Fluency in English is required. Portuguese and/or Tetum language proficiency is preferred.

Tasks and Responsibilities

Needs Assessment and Training Design

  • Participate in and contribute to a comprehensive assessment of teacher and school leader training needs in collaboration with national authorities and project stakeholders.
  • Analyse findings to inform the design and development of a responsive and targeted training strategy that aligns with national education standards and project goals.

Training Implementation Planning

  • Develop with national educational authorities a strategic plan for implementing teacher and school leader training activities. Ensure that plans align with project objectives, national educational standards, and feasible periods, while integrating innovative and contextually appropriate methods.

Curriculum and Material Development

  • Guide the development of training curricula and materials, aligning them with project-specific goals and national standards for teacher education.
  • Ensure that all content reflects best practices in teacher professional development, is contextually suitable, and meets accreditation requirements.
  • Work with CoE and subject-matter experts to integrate current educational practices and effective instructional methodologies.

Training of Trainers (ToT) Sessions

  • Guide comprehensive ToT sessions, with national and international consultants, empowering local trainers with the skills to deliver high-quality training to teachers and school leaders.
  • Offer ongoing support, mentorship, and resources to trainers throughout the ToT process, fostering excellence in teaching methods and coaching techniques.
  • Regularly evaluate the effectiveness of ToT sessions, implementing enhancements as needed to ensure relevance and effectiveness.

Implementation Supervision and Quality Assurance

  • Oversee and support the implementation of training activities, providing guidance and quality assurance for all teacher and school leadership development initiatives.
  • Monitor training sessions, collect feedback, and make real-time adjustments to enhance training effectiveness and meet set standards.
  • Ensure that training activities align with national and the existing CoE’s standards for professional development, fostering a culture of continuous improvement.

Monitoring and Evaluation

  • Support the Development and implement tools for the ongoing monitoring and evaluation of training activities, including those under the ToT model.
  • Support the establishment processes for tracking post-training impact to assess how training translates into improved teaching practices and school leadership performance.
  • Use data-driven feedback to assess the impact and effectiveness of training activities, guiding adjustments and improvements to meet desired outcomes.

Gender and Social Inclusion Integration

  • Work closely with the Education Gender Specialist to ensure that training curricula and materials address gender and social inclusion requirements, and that gender inclusive measures are built into the design of the project activities to promote women’s professional development in the secondary education field in Timor-Leste.

Stakeholder Engagement and Coordination

  • Foster strong, collaborative relationships with partners to support cohesive educational initiatives and optimize project impact.
  • Liaise and collaborate with national stakeholders and education sector partners, ensuring alignment of efforts and avoiding overlapping interventions.

Project management

  • Contribute to the drafting of project products and deliverables, monitoring and managing progress and challenges, and driving success in the training component.
  • Support identifying, planning and managing inputs from a range of short-term technical experts as required to deliver activities overseen by the postholder.
  • Work collaboratively with team members to ensure accurate, timely reporting that reflects the training outcomes and insights.
